The UK Gambling Commission have announced new rules aimed to improve compliance with in person gaming machines. These rules will apply from 29th July 2026.

These rules are aimed at making sure all non-remote operators are complying with the Gambling Act 2005, ensuring that all of their machines are compliant with the current rules. From July 29th, all operators must immediately remove machines if the Gambling Commission informs them that the manufacture, supply, installation, adaptation, maintenance or repair of the machine wasn’t carried out in reliance on the appropriate gaming machine technical operating license, or was not compliant in any other standards.

This change is aimed at streamlining processes and ensuring all non-compliant machines are removed from the premises swiftly, which is beneficial to both consumers and operators, with consumers being ensured the machines aren’t shady and operators not risking financial penalties or license suspension.

This announcement forms part of the Gambling Commission’s response to its third consultation to implement the proposals from the 2023 Gambling Act Review White paper, High stakes: gambling reform for the digital age.

The UK Gambling Commission is set to make a variety of changes to UK gambling rules in 2026, and some of them are actually surprisingly not too bad, and maybe some even a step in the right direction… This article will go through those changes and what they mean.

Effective from the 16th January 2026, operators must not

  • Apply wagering requirements to bonus funds of anything higher than 10 times. This means the end of predatory 65x wagering requirements.
  • Include more than one type of gambling product (betting, casino, bingo and lottery) within an incentive. This means no more free spins as a result of placing a sports bet. However, it is still allowed to give gambling bonuses that are unrestricted on what they can be played on, and free spins can still exist if you’re a slots player.
  • Alter or increase the receipt or value, or amount of the incentive if the qualifying activity or spend is reached within a shorter time than the whole period over which the benefit is offered.
  • Construct incentives where, if the benefit comprises of free or subsidised travel or accommodation which encourages the customer’s attendance at a particular licensed premises, it is offered on terms that directly relate to the level of the customer’s prospective gambling.

Effective from 19th March 2026:

  • Operators update financial key event reporting to reflect complex global structures, mergers, and acquisitions. This enhances the Gambling Commission’s oversight of ownership, financing, and governance.

From 30 June 2026:

  • Operators must standardize “deposit limits” to gross amounts deposited (without netting withdrawals). They must offer these limits, block further deposits when reached, and introduce “net deposit limits” as an option. This provides clearer, consistent player spending controls.

The operators of Betfred, Done Brothers (Cash Betting) Limited, have been issued an £825,000 fine by the Gambling Commission in the UK for social responsibility and Anti-Money Laundering failures. The operator, which also runs a large number of in-person shops, will now have to undergo a third-party audit to ensure future compliance in the Anti-Money Laundering and Social Responsibility categories.

Anti-Money Laundering Failures

There are quite a few examples of how badly they failed. Here is the list of Anti-Money Laundering failures:

  • Betfred was unable to effectively identify and manage money laundering risks associated with customers using its B3 gaming machines. Whilst the licensee utilised machine alerts and daily reports, practices in place at the time of the assessment in 2024 meant the operator was unable to assess overall customer spend and the associated money laundering and terrorist financing risks.
  • Betfred also did not have an effective policy in place to identify and handle any customers who may be subject to financial sanctions. Thresholds at which the operator made enquiries regarding customers’ source of income were not appropriately risk-based, with thresholds set at £15,000 losses and £125,000 stakes in 365 days.

Social Responsibility Failings

There are also some examples of their Social Responsibility failings:

  • Betfred could not adequately identify spend and any associated financial indicators of gambling harm for customers using B3 gaming machines.
  • Customer interactions did not always take place following the identification of risk indicators, or when they did, interactions were not conducted in a way which minimised the risk of gambling-related harm.
  • The quality of interactions, in particular understanding the impact of the interaction, did not meet the standards required.

Repeat Regulatory Action

This is the second time the operators of Betfred have faced regulatory action. In 2023, the operator paid a staggering £3,250,000 regulatory settlement for other social responsibility and Anti-Money Laundering failures.

The Autumn Budget for 2025 has announced that taxes on gambling operators will be raised across most categories of gambling. This will almost certainly result in significantly worse RTP (Return To Player) for anyone gambling in any licensed capacity, including both online and in-person gambling. It is yet another assault on gamblers’ wallets, but it is worth noting that this change will not result in you paying more taxes personally, as withdrawn gambling winnings are not subject to tax.


Key Gambling Tax Changes

The following are the most notable changes announced:

Remote Gaming Duty Increase

The rate of Remote Gaming Duty will rise from 21% to 40% from 1 April 2026.
This covers online gambling or any form of gambling conducted over a remote communication line.

New Remote General Betting Duty

A new rate of General Betting Duty will be introduced for general bets made remotely (for example, online) from 1 April 2027.
A 25% remote rate will apply to all remote betting other than remote bets on UK horse racing, which will remain unchanged.

Bingo Duty Abolished

Bingo Duty will be abolished entirely with effect from 1 April 2026.


Government Revenue Expectations

The government claims that these tax increases will raise an additional £1,000,000,000 per year. The largest rise is targeted at remote gambling, which is generally considered to have the highest profit margins.

One of the most interesting elements of the announcement is the complete repeal of Bingo Duty. Additional tax code clauses are being introduced to ensure bingo is not brought under any other gambling-specific taxes. The government states this is due to bingo having a lower risk factor than other forms of gambling.

UK Gambling Commission Issues New Enforcement Actions

In the latest wave of United Kingdom Gambling Commission enforcement, we have seen two operators face regulatory action by the UK Gambling Commission. One operator was fined £650,000, while the other has had their licence suspended entirely.

Most notable is Videoslots Limited (trading under the domain names: videoslots.co.uk, mrvegas.com and megariches.com), whose sites are quite popular, especially among a lot of the low-stakes gambling crowd due to having the ability to select cheaper currencies to play with, like INR, at sign-up.

Videoslots was fined £650,000 and will be forced to undergo a third-party audit by the Gambling Commission for Anti-Money Laundering and Social Responsibility failings.

Examples Highlighted:

  • A customer lost £5,000 in under 24 hours despite having a £3,000 monthly deposit limit
  • An account was funded with £75,000 in prepaid vouchers over 16 days, with proceeds later being transferred to four separate bank accounts

This regulatory action is hopefully enough.

In a still emerging story, Deadheat Racing Limited has had their licence suspended by the Gambling Commission while they undergo a review by the Gambling Commission under Section 116 of the Gambling Act.

The key determining factor in this licence suspension was suspected Social Responsibility and Anti-Money Laundering failures, which the Gambling Commission has deemed serious enough to warrant the licence suspension.
